Finance and asset accounting: Business Central for utilities
Business Central for utilities is the finance, buying, stores and asset system for water districts, electric co-ops, gas firms and private utility contractors. It works beside your customer billing system. It does not replace it. Billing totals come in as summary entries. Capital projects, plant and the regulatory chart of accounts live in Business Central.

A chart of accounts built for utilities reporting
Utilities report to boards, regulators, lenders and members alike. Each wants a different layout. We design the chart of accounts around the uniform system your regulator expects. Then we use dimensions for fund, department, service type and district. So one posting feeds every audience. You need no duplicate ledgers.
Financial reports use row and column definitions. So a regulatory statement, a board packet and a lender schedule all draw on the same balances. We hold budgets by account and dimension. Then managers see budget against actual for their own department in their role center.

Capital work orders and construction in progress
Line extensions, main replacements and substation upgrades run as projects. Each work order collects labor from time sheets, materials from stores, contractor invoices and equipment charges. Costs sit in construction in progress until the work is placed in service. Also, open work orders are listed for management each period.
At closing, the total cost moves to a fixed asset through an acquisition posting. It gets the right plant account and depreciation book. Contributions from developers or customers are recorded against the same project. So the net cost of plant is clear to auditors.

Plant, poles and pipes in Fixed Assets for utilities
Utility plant is long-lived and large in number. Fixed Assets holds each unit or group with class, subclass and location. It also supports several depreciation books. That helps when regulatory and tax lives differ. For mass property such as poles or meters, you can use one card for each vintage.
Retirements, transfers between districts and partial disposals post through fixed asset journals. Each has a full audit trail. But Business Central does not hold a map of the network. So the asset number is shared with your mapping system. That keeps the two records in line.

Stores inventory for crews and emergencies
Transformers, pipe, fittings, meters and cable must be on hand when a storm or a main break hits. Locations stand for the central warehouse, satellite yards and service trucks. Planning settings keep safety stock of key items. Then serial numbers follow meters and transformers from receipt to install.
Material issued to a work order posts as project use. So stores value and capital cost stay in step. Returns of unused material are credited back to the same job. Purchasing for stores follows approval workflows. Also, blanket purchase orders hold agreed prices with major suppliers.

How Business Central for utilities works with your billing system
Meter reading, rate sums, customer bills and payment handling belong in a customer billing system built for that job. Business Central gets the daily or monthly totals by revenue class. It also gets cash receipts and adjustments. We build and document the link, either as an integration or as a scheduled import.
That split keeps thousands of small customer accounts out of the general ledger. Finance can still match billing to cash and receivables. We document the link, including who fixes a rejected batch. Then we add a matching report. So differences are caught during the month, not at year end.

Business Central for utilities: questions we hear
Can Business Central for utilities bill customers by meter reading?
Not as a standard feature. Rate structures, reading cycles and customer service screens are the job of a customer billing system. Then Business Central takes the summary results. Then it runs finance, purchasing, stock and assets. A few AppSource solutions add utility billing for smaller systems. We can look at those with you. Also, we check the link with your billing vendor first. Then your finance team knows what totals will arrive each day.
Does Business Central for utilities support fund accounting for a public utility?
Yes, through dimensions. A fund dimension on every entry lets you produce a balanced set of statements for each fund. Default dimension rules stop postings that leave the fund blank. Public bodies with heavy grant rules sometimes add a fund accounting extension on top. So we check your rules before we plan the setup. We also test a year-end close for each fund. So you see balanced statements before the first audit comes around.
How do capital projects become assets?
Costs gather on a project while work is under way. When the asset is placed in service, the total posts to a fixed asset as an acquisition cost. Then depreciation starts from that date. The project ledger keeps the detailed history behind the asset value. So auditors can trace any plant balance back to its invoices. We also set a rule that no work order closes without a final cost check. That keeps your asset records clean from the start.
Can cooperatives handle member capital credits?
Capital credits are specialist work. They are not standard in Business Central. Many cooperatives keep them in the billing system and post summary entries to equity accounts. If you want them closer to finance, an extension can hold member allocations. So we compare both paths with your board and your auditors. Also, with Business Central for utilities we keep the allocation data in a form that can move later. So a future extension can pick it up without rework.
Is Business Central for utilities acceptable to our auditors?
Business Central keeps posted entries fixed. It records who posted each one and when. It also supports change logs on setup and master data. Auditors know the product well. We set up permissions and approval workflows. So separation of duties is easy to see during the audit. Also, we can run a short walk-through with your auditors before go-live. Then they know what reports and logs to expect.
